Pilot Officer Douglas James Neill, RAFVR, was born in Forfar and educated at Blairgowrie High School. He matriculated in 1936 to study Engineering at the University, where he joined the RAF Volunteer Reserve.

Neill was mobilised at the outbreak of the war as a Sergeant Pilot, and was commissioned as a Pilot Officer in June 1940. He died on 30 September that year in an accident in the Scottish Borders.
